Object

To create a roster of 22 [1] National Football League players of whom eight of these players will be designated as the "Game Roster" for a weekend game. Teams are scheduled to play other fantasy teams each week. Wins, losses, and ties are accumulated through the season for each team. Each team will accumulate enough wins to enter the season ending playoffs. In the playoffs, each team will try to win their respective game rather than being eliminated week-to-week trying to gain entry into the Fantasy Bowl. The winner of the Fantasy Bowl will be TFL Champion.

Rosters

Each team roster will consist of 22 [1] players including defense/special teams, kickers, and all other skill positions combined. A team roster may only contain 2 defense/special teams.
Positions

A player may only be selected for a position at which he is listed in an NFL team roster, as determined by a preseason football guide. That player's position will be denoted while in the draft.
Game Roster

Of these 22 [1] players on a team's roster, 8 shall be designated as the Game Roster. The Game Roster consists of:

1 QB
2 RB
2 WR
1 TE
1 K
1 Defense/Special Team.
Starting rosters are due into the commissioner's office by kickoff of the first NFL game of the week.

If an owner does not turn in a roster by the deadline, the previous week's roster shall be used. If this happens to be Week 1 and an owner does not have a lineup, then the first drafted players at each position shall be the designated lineup.

If an owner submits an invalid roster of player(s) that are not on the franchise, the commissioner will take the player(s) from the previous week(s) in order to complete a valid roster for that franchise.

During the playoffs, a 2nd lineup is required for teams to submit. This 2nd lineup will be the first tie-breaker, if necessary.
Games

Teams play 14 games, 7 home games and 7 away games. Teams will play each team in their division twice, and one game vs. the other teams in the league.

At the end of this schedule, the best team in each division, as determined by best record, and by TFL tiebreakers if needed, will engage in a playoff, along with the three best non-division winner, the wild-card teams, as determined by best record, and by TFL tiebreakers if needed.

The #1 and #2 team will have a bye on the first week of the playoffs. The #3 team will play at home vs. the #3 (6 seed) wild-card team, and the #1 (4 seed) wild card team will play at home vs. the #2 (5 seed) team. The lowest seeded winner will play vs. the #1 team and the highest seeded winner will play vs. the #2 team. The winners of those games will play for the TFL Fantasy Bowl.

Teams are scheduled to play other fantasy teams each week. The teams accumulate points based on the performance of players on the game roster in the NFL games that weekend. The team with the higher score is given a win; similarly losses and ties are also credited for lower or equal scores.

Wins, losses, and ties will be distributed according to the scores above.

Draft

A free agent draft is held every year, prior to the start of the NFL league [2]. The draft order is determined by the lottery order for non-playoff teams from the previous year and order of finish for playoff teams. For the draft, the order is reversed for even-numbered rounds.

Two minutes will be allowed for each pick. If you know whom you’re going to pick, please expedite your turn. When you make your pick, include the name of the player, position, and team. If a team owner does not choose a player in that time, the draft will continue and that pick will be taken at the end of the current round.

If a team does not attend a draft, one of two things must happen:

1. The owner must send an alternate to the draft.

2. The owner must submit a sealed draft list to the commissioner and the commissioner will choose player from the sealed list.

3. If there is no representation, then after the draft the owner will be able to select players that remain from the free agent pool, to fill up the roster spots.
Draft Order

The lottery is used among non-playoff teams to determine their order of selection in the draft. The team that finished worst received 8 chances at the top pick, the team that finished second worst received 7 chances at the top pick, all the way to the team that finished eighth worst received 1 chance at the top pick. This weighted system is used to deter “dumping” during the previous season. There is that chance that the team that finished worst may select eighth. (but highly unlikely). Once a team has been selected in the lottery, the team may no longer be selected for any additional picks (unless received via trade).

The lottery is held right after all cuts, bingo numbers, and franchise designations are given to the commissioner. Bingo numbers are now assigned, as shown below.

Draft order for playoff teams.

Franchises that lose in the first round of the playoffs will select in position 9 through 12 in the odd numbered rounds. Franchises that lose in the second round of the playoffs will select in position 13 and 14 in the odd numbered rounds. The franchise that loses the super bowl will select 15 in the odd numbered rounds. The franchise that wins the super bowl will select 16 in the odd numbered rounds. To determine the 9 through 12 selections and the 13 and 14 selections in the odd numbered rounds, the following special tie-breaker will be used first to determine the draft order. The lower or loser of the tiebreaker will select before the higher or winner of the tiebreaker.

1. Win/loss percentage.
2. The tiebreaker list from the "Tiebreaker" section of the rules.
Trades

Players may be traded for other players at any time up until the eighth week of the season, at which point trading is not allowed until after the championship.

A trade is not official until the commissioner has two acknowledgements of the trade at the same time. This is so, just in case one owner changes his mind real quick. A trade can be nullified if a majority of the owners believe it to be an obviously lopsided deal, and the commissioner agrees due to "best interests of fantasy football".

Trading may resume after the championship game.
Contracts

When a player is drafted, the contract of that player is 0. Each year, the player is kept; the contract is increased by 1.

Each year, a franchise player may be designated. This designation allows the contract of a player not to increase for the following year. The designation may not be the same player for two consecutive years.
Cuts

Players may be cut (or kept) regardless of their contract designation. However, once the contract reaches 5, the player must be released, so the player would be available for the free agent draft. At the same time, the franchise designation can be given to a player.
Tiebreakers

The following tiebreakers will be used in deciding ties at the end of the regular season in determining playoff teams.

If, at the end of the regular season, two or more teams finish with identical win-lose, the following steps will be taken until a champion is determined. Ties within divisions will be broken first.

1. Record against other team(s) in the tie.

2. Record against other teams in division.

3. Record against other teams in conference

4. Total points scored

5. Total points difference.

6. Total points scored against other teams in the tie.

7. Point difference in games against other teams in the tie.

8. Team with higher draft number advances (one is high).

NOTE: If one team wins multiple-team tiebreaker to advance to playoff round, remaining teams revert to step 1 of applicable two-club format, i.e., either in division tiebreaker or Wild Card tiebreaker. If two teams in a multiple-team tie possess superior marks in a tie breaking step, this pair of teams advance to the top of the applicable two-club format to break the tie. One team advances to playoff round, while other returns to original group and step 1 of applicable tiebreaker.

If a tie occurs during the playoffs, the following steps will be used to determine the winner.

1. Best total point of 2nd lineup.

2. Best total points of remaining team.

3. Home field.
Money

Each team is required to have their league dues up to date on draft day. Payments are accepted in cash, check or money order.

Payouts at the end of the year are:

Loss in 1st round of playoffs:$20
Loss in 2nd round of playoffs:$25
Loss in championship:$40
Winner:$150
Absentee

If an owner does not make contact to the commissioner for seven weeks (during the regular season), it will be assumed that owner is no longer interested in fantasy football and the team will be placed in possession of the TFL until a new owner is found. The new team owner inherits the division, players and draft picks of the team owner being replaced.
Sportsmanship

If an owner does not field a competitive lineup in order for that team to lose to have an opportunity at a better draft pick, that team will lose (2) two ping pong balls for the lottery.

Be aware of NFL bye weeks in setting each week’s lineup.

Each owner must submit their address, phone, fax, and/or e-mail address if applicable. All forms used by the league are in Microsoft Word 2000 or Excel 2000 format. If you wish they can be e-mailed directly to you.

The commissioner will use the box scores from http://espn.com/ as the official stats. If http://www.espn.com/ is not accessible the commissioner will use http://www.nfl.com/.

The commissioner will do everything within his power to provide weekly summary sheets (last weeks scores, standings, etc.) on a timely basis. Therefore, the cooperation and understanding of each owner will be appreciated. All reports and summary sheets will be provide to the league in Internet Web or email format. There will be no hard copies distributed. The web address is http://www.tffl.org.

Be active. E-mail your rosters and starting lineups in on time. Banter with the other teams regarding trades and small talk regarding the NFL. Your suggestions are welcomed. Good luck to each team, and above all, LET'S HAVE FUN.
